DESCRIPTION:GRC’s Legal consultant Margherita Stevoli will speak at the event “Famine: Prevention\, Response and Accountability” in Dublin\, organized by the Humanitarian Action Study Group of the Development Studies Association of Ireland (DSAI). \n  \nThe panel discussion\, which will take place on the 1st of May at 18:30\, will bring together leading international humanitarian\, legal and policy experts on famine prevention\, response and accountability to explore what more can be done to eliminate famine in the 21st century. Speakers will include as well Kate Munro\, Action against Hunger UK; and Matthew Cogan\, Humanitarian Unit\, Irish Aid. \n  \nThe aim of the event is to build knowledge\, understanding and advocacy\, research and programming capacity in the area of conflict\, hunger and IHL. SUMMARY:Catriona Murdoch invited to the Save the Children and Action Against Hunger Workshop
DESCRIPTION:GRC’s Senior Legal Consultant and Project Lead Catriona Murdoch will participate in the “Conflict and Hunger Workshop: Ensuring UN Security Council Resolution 2417 helps end starvation crimes.” The event\, organised by Save the Children UK and Action Against Hunger UK will take place in London on 24th April. \n  \nThe all-day workshop will bring together around 20 participants from governments\, UN agencies\, INGOs\, and international legal and academic experts. The Panel will share knowledge\, ideas and develop practical solutions for UN agencies\, member states and NGOs regarding conflict and hunger. The workshop aims at agreeing on a collective advocacy and actions in response to UNSC resolution 2417 and contribute to global thinking on conflict and hunger and deliver an output report which will be disseminated at Protection of Civilians events at the UN Security Council in late May. \n  \nCatriona will provide a detailed analysis of the tools for operationalising UNSC Res 2417 in order to ensure that this Resolution will continue to have a long lasting impact for those affected by the deliberate use of starvation as a method of warfare.

SUMMARY:Joe Holmes at the IBA Annual War Crimes Conference in the Hague
DESCRIPTION:GRC Senior Legal Consultant Joe Holmes will speak at the annual war crimes conference of the International Bar Association on the 13 April (CPD available). Joe will speak at the panel “Private actors and investigations: aid or hindrance to international criminal justice?” which will discuss the advantages and potential dangers of private actors’ operations within the international justice field. \n  \nJoe will discuss the upcoming launch of GRC’s Basic Investigative Standard’s App\, a unique tool for private actors and investigators.  The BIS App aims at enabling investigators and prosecutors to collect\, protect and preserve the integrity of information and documentation gathered on crime scenes in order to build robust international crimes. Joe will also discuss the advantages to utilising the BIS App across GRC’s projects\, including the “Accountability for Mass Starvation” project. \n  \nThe App will be available for free download in May\, with a Starvation BIS Manual and forthcoming App currently under development. \n  \nThe programme of the event can be found here.

Their analysis will focus on the challenges of investigating and documenting the crime of starvation\, concentrating on the war crime contained in Article 8 of the Rome Statute and they will explore how a prosecution would play out in the courtroom\, including an assessment on what lessons can be learnt from other successful legal campaigns. \nThe WPF’s Alex De Waal and Bridget Conley will focus  on the historical and contemporary uses of starvation. They will give an overview of the crime of starvation and how mass starvation was used in the past. They will also discuss the need to treat mass starvation as a stand-alone crime and introduce to the audience the concept of “starvation crimes”.

SUMMARY:Expert Panel Event during 17th Assembly of States Parties to the Rome Statute on Accountability for Mass Starvation
DESCRIPTION:This event follows on from the Side Event to the 17th Assembly of States Parties to the Rome Statute\, which considered Switzerland’s proposed amendment to the Rome Statute to include the war crime of starvation in a non-international armed conflict. The expert panel will discuss the proposed amendment and the prospects of a prosecution without it; why starvation should be viewed as an atrocity crime; how it has been adjudicated upon previously in international tribunals; and what the International Criminal Court can offer in the absence of a starvation trial. \nThe Starvation team were joined by Ali Aljasem\, the Human Security Officer at Damaan Humanitarian Organisation and a researcher at the Conflict Studies Center at Utrecht University. Previously Ali worked for Médecins Sans Frontières in Aleppo. He also works for the Dialogue Advisory Group in Amsterdam. The event was elegantly moderated by Federica D’Alessandra\, founding Executive Director of the Oxford Programme on International Peace and Security at the Blavatnik School of Government’s Institute for Ethics\, Law\, and Armed Conflict. She specializes in public international law\, international criminal\, human rights\, and humanitarian law.

SUMMARY:The Starvation Team present at the 5th bi-annual International Humanitarian Studies Association conference in The Hague
DESCRIPTION:Understanding the basic principles of the crime of starvation and related offences will enable humanitarian actors on the ground to adequately assess the obstacles they may face when delivering aid in conflict zones. The panel will assess the unique role of humanitarians\, particularly those with a principle témoignage mandate and the protections afforded to them under Additional Protocols I and II (Article 70 and 28\, respectively) of the Geneva Conventions when providing humanitarian relief (with a specific focus on the delivery of foodstuffs). They will explore how to document and investigate whether warring parties are unlawfully impeding aid supplies or whether the obstacles facing humanitarian actors cross the threshold into criminal conduct. Finally\, the panellists will consider the range of accountability forums available including international\, national and domestic prosecutions\, as encouraged by the landmark United Nations Security Council (‘UNSC’) Resolution 2417. UNSC 2417 unanimously passed in May 2018 and highlights the link between armed conflict and food insecurity\, noting that starvation of civilians\, as a method of warfare may constitute a war crime.
