The Starvation Policy Paper #2 and #3
GRC launches the second and third in its Starvation Policy Paper Series. GRC and the World Peace Foundation commissioned case country experts to draft these papers on starvation in Syria and South Sudan. Damaan Humanitarian Organisation delivered food and humanitarian aid to Syrian civilians during the siege of Eastern Ghouta. They witnessed first hand the use of hunger as a weapon of war. Tong Den Anei is a South Sudanese researcher affiliated to the World Peace Foundation.
These papers foreshadow the publication of a Starvation Textbook, an edited collection on the crime and its humanitarian and legal consequences. The Policy Papers are part of the project entitled “Accounting for Mass Starvation: Testing the Limits of the Law” is supported by The Kingdom of the Netherlands Ministry of Foreign Affairs. The principal objective of the Project is to promote understanding and implementation of the landmark UN Security Council Resolution S/RES/2417 (‘UNSC 2417’) which highlights that “starvation of civilians as a method of warfare may constitute a war crime”.
