GRC Advisory Note International Humanitarian Law and International Human Rights Law Perspectives on COVID-19

This brief note is designed to highlight the importance of IHRL and IHL during the pandemic and how it can be used as an integral guide to governments, multilateral organisations and corporations (‘the Recipients’) in their immediate COVID-19 responses. This note covers three points: (1) The Rule of Law is Compatible with an Effective COVID-19 Response; (2) The Key IHRL and IHL Principles Pertaining to COVID-19 Highlighting “Action Points” for Integration, this includes a section of principles of derogation and also a list of relevant international guidelines for donors supporting in fragile and conflict-affected states (FCAS) as well as other states, and, (3) Examples of Potential Violations, Suggesting Practical Approaches to Counter Such Risks.
