From 1961 to 1991, the Ethiopian government consistently carried out a campaign of indiscriminate violence towards civilians and pursued a counter-insurgency strategy in the 1980s that was the primary cause of the great famine of 1983-85. The famine was not caused by war and drought, but by particular strategies which the government adopted to fight the war.
